VCT serves as an entry point to prevention, care, treatment and support, programmes and enables people to confidently understand their HIV status and learn about supportive behaviours for protecting and preventing further spread of HIV. Since the establishment of HIV testing and counseling services in Tanzania in 1989, the main model through which individuals learn about their HIV status has been client initiated Voluntary Counseling and Testing (VCT). Reports indicate that VCT coverage has increased over the years to reach 37% of women and 27% of men aged 15-49 years (THMIS 2007-2008).

It has been noted that the demand for counseling and testing is high creating the need to introduce new approaches of HIV Testing and Counseling (HTC) to compliment the client initiated Voluntary Counseling and Testing (VCT). These new approaches include Provider Initiated Testing and Counseling (PITC) and Home Based Testing and Counseling (HBTC). Furthermore; the existing public health system alone cannot handle the high demand for this service. There are also opportunities of support for HTC service provision from a number of partners.
